| At approximately 8:39 PM, an officer with the West University Place Police Department observed a vehicle traveling westbound in the 4100 block of Bissonnet at a high rate of speed. A traffic stop was conducted in the 5700 block of Newcastle. While conducting the traffic stop the officer observed the key signs of intoxication from the driver of the vehicle.
