Upon contact with the occupants of the vehicle, it was discovered a passenger provided police with a fictitious name and date of birth. Through investigation, the true identity of the passenger was revealed and it was discovered the passenger had an outstanding felony warrant and a misdemeanor warrant with Harris County. The passenger (Vernon Owens) was subsequently taken into custody and charged with Failure to Identify-Fugitive.
