Wastewater Treatment Plant Improvement Project

The City of West University Place’s Wastewater Treatment Plant has been in operation since 1982. Major mechanical equipment is nearing the end of their useful life and are in need of replacement. This project will construct an elevated office building, provide upgrades to the equipment, provide a flood resilient facility, as well as improve the efficiency of the wastewater treatment process to ensure compliance with regulatory standards. Design in currently underway with construction anticipated to start in 2023.

Public Process and Engagement

February 14th, 2022 - Council discussed and awarded the engineering contract for the Wastewater Treatment Master Plan design.

Recommended Action: Award the contract for construction design services to complete the Wastewater Treatment Plant Master Plan to Kimley Horn in the amount of $1,247,200 and authorize the City Manager to execute the contract.

Project Schedule

2022

  • February 14 – Council awarded Kimley Horn contract for construction design services.
  • March 16 – Kick off meeting held with Kimley Horn and City Staff.
  • August – Preliminary Engineering Report finalized
  • September – 60% Design completion

2023

  • January – Anticipated design completion
  • March – Anticipated start of construction
