East Side Drainage Improvement Project - Package Two
Beginning on Monday, September 22, the City's contractor will begin replacing sections of roadway panels between the 3000 - 2800 blocks of Duke Street along the eastbound lane, weather permitting. This work is anticipated to be completed within 45 to 60 days, with restoration to follow.
This work will not require a complete closure of Duke Street; however, traffic control measures will be in place and could cause delays. Residents are urged to exercise caution around the construction site and adhere to all traffic laws.
The city encourages residents to ensure all personal items and vehicles are kept clear of the easement and roadway during the work. This will help ensure the safety of the workers and allow them to complete the repairs as efficiently as possible.

9/12/2025 9:51 a.m. - The City is excited to announce that Rice Blvd. between Wakeforest Ave. and Kirby Dr. has reopened to traffic. Crews will remain in the area to complete minor detail work and site restoration.
City staff are working with the contractor to coordinate the next phase of the project on the 3000 – 2800 of Duke St. and will release more information and the anticipated schedule once it has been confirmed.

8/12/2025 3:30 P.M. - Beginning on Thursday, August 14, the City’s contractor, TB Concrete Construction, will resume roadway panel replacement along the westbound lane of Rice Boulevard between Kirby Dr. and Wakeforest Ave. This work will require closing the current westbound lane and opening the eastbound lane, which is currently closed to traffic. Westbound travel will remain closed until the panel replacement is completed. Work will progress block by block to minimize disruption while completing the improvements.
Additionally, the contractor has coordinated with the City of Houston Traffic Division to adjust the traffic signals at Rice Blvd. and Kirby Dr. to help with traffic flow.
Detour Plan:
One eastbound lane on Rice Blvd. will remain open
Westbound traffic from Kirby Dr. will be detoured south on Kirby Dr. to University Blvd., then west on University Blvd. to continue their route.
Below is the process for completing this work:

Step 2 – Forming New Panels
- Once the old panel is removed, the contractor will grade and level the area to meet proper elevation standards. Wooden forms will be set to shape the new panel.
Step 3 – Concrete Pouring and Curing
- Fresh concrete will be poured into the prepared forms. To ensure strength and quality, the concrete must cure for approximately 7 days and pass strength testing to meet City specifications.
Step 4 – Restoration
- After panel installation, a separate crew will restore the site, including sod, vegetation, and any irrigation systems impacted during the work.

6/30/2025: Beginning on Monday, June 30, the City’s contractor, TB Concrete Construction, will resume roadway panel replacement work along the eastbound lane of Rice Boulevard between Annapolis and Fordham Streets. Crews recently completed panel replacement from Wakeforest Ave. to Annapolis St. Construction will progress block by block to minimize disruption while completing the necessary improvements.

4/17/2025: Beginning Wednesday, April 23, TB Concrete Construction will mobilize on Rice Blvd. between Wakeforest Ave. and Kirby Dr. to perform necessary roadway repairs. These repairs are required to replace concrete panels that did not meet the City’s standards during a recent walk-through inspection. Work is anticipated to take approximately 45 to 60 days, weather permitting.
This work will be completed in two phases.
Phase 1: Wakeforest Ave. to Kirby Dr.
- Crews will begin at Wakeforest Ave., working eastward toward Kirby Dr.
- One westbound lane on Rice Blvd. will remain open.
- Eastbound traffic will be detoured south on Wakeforest Ave. to University Blvd., then east on University Blvd. to continue to their destination.
Phase 2: Kirby Dr. to Wakeforest Ave.
- Crews will work westward from Kirby Dr. toward Wakeforest Ave.
- One eastbound lane on Rice Blvd. will remain open.
- Westbound traffic from Kirby Dr. will be redirected south on Kirby Dr. to University Blvd., then west on University Blvd. to continue their route.
During each phase, traffic signage will be in place to advise drivers of the road detours on Rice Blvd. Additionally, the contractor has coordinated with the City of Houston Traffic Division to adjust the traffic signals at Rice Blvd. and Kirby Dr. to help with traffic flow until this work is completed.

2/7/2025: Starting Monday, February 10, the Contractor (TB Concrete Construction) will begin work on the west side of Wakeforest Ave. from University Blvd. to Duke St. This phase involves:
- Removing and replacing the old roadway, curbs, and sidewalks.
- One lane of southbound traffic will be available at all times to minimize disruptions.
Package 2 is progressing as scheduled. Crews are actively working to complete the remaining portion of the roadway, driveway aprons, ramps, curbs, and restoration on:
- Duke St. from Buffalo Speedway to Wakeforest Ave.
- Rice Blvd. from Wakeforest Ave. to Kirby Dr.
Driveway Access:
- Driveway access within the work zone may be impacted. Temporary access will be provided as needed.
- All driveway aprons will be removed and replaced with a light broom finish—no pigment, color, tile, brick, or patterning will be installed.
- Residents will be notified in advance to move cars out of garages and driveways before driveway removal begins.
- The Contractor is working efficiently to restore driveway access as soon as possible.

1/10/2025: The Eastside Drainage Improvement Project Package Two is making significant progress! Crews are nearing completion of the major portion of roadway paving on the north side of Duke St. Once paving is completed, restoration efforts will begin, including sidewalks, curbs, and site improvements to bring the area closer to finalization.
Starting the week of January 13, the contractor will begin removing and replacing reinforced concrete pipes (RCP) on the west side of Wakeforest Ave. between Duke St. and University Blvd. During this phase of construction, one lane of traffic will remain open at all times heading southbound to minimize disruptions.
For your safety and to ensure the uninterrupted progress of the project, we ask residents to refrain from walking, biking, skating, etc., through construction sites. 12/19/2024: On Saturday, December 21, the contractor, TB Concrete Construction, will be working to continue site cleanup and restoration efforts on Duke St. and Rice Blvd., potentially pouring sidewalks, and complete minor paving repairs.
Due to the holiday, there will be no construction activities on Tuesday, December 24, or Wednesday, December 25. Work will resume on Thursday, December 26.
- Rice Blvd. (Wakeforest Ave. to Kirby Dr.): The contractor is on track to complete the remaining sidewalks, driveways, curbs, and site restoration before Christmas Day, weather permitting. Due to delivery delays of storm sewer materials, the concrete road surface in the 2600 block of Rice Blvd. will not be completed until January 2025.
- Duke St. (Buffalo Speedway to Wakeforest Ave.): Preparations for roadway paving between Buffalo Speedway and Vanderbilt St. will include site cleanup in the coming days.
- Wakeforest Ave. (University Blvd. to Duke St.): Phase 3 of the project, which includes storm sewer, waterline installation, and roadway paving, is projected to begin in January 2025.

12/13/2024: On Monday, December 16, the contractor, TB Construction, will begin work at the intersection of Wakeforest Ave. and Duke St. The intersection will be temporarily closed for approximately two weeks from 8:00 AM to 5:30 p.m. daily to install new junction boxes.
Additionally, on Wednesday, December 18, traffic on Duke St. (between Buffalo Speedway and Vanderbilt St.) will be closed for the paving portion of the project on Duke St. The contractor will proceed by closing one block at a time.
Driveway Access:
- During certain periods of construction, driveway access to properties in the active work zone will be impacted during the day.
- Residents will be provided temporary driveway access at the end of each workday.
- Driveway aprons affected by construction will be removed and replaced with a light broom finish. No pigment, color, tile, brick, or patterning will be installed by the contractor.
- Notifications will be provided to affected residents in advance to allow time for vehicle removal from garages and driveways.

11/21/2024: On Saturday, November 23, the contractor TB Construction, will work from 8 a.m. to 3 p.m. at the intersection of Duke St. and Brompton Rd. to install a new junction box, and at Rice Blvd. (between Wakeforest Ave. and Kirby Dr.) to perform grading, forming the new roadway, and site restoration.
November 25 - 27, the contractor will be working at Duke St. installing reinforced concrete pipes (RCP) and site clean-up, and at Rice Blvd. performing restoration and site clean-up.
There will be no construction activities on Thursday, November 28, or Friday, November 29. Work will resume on Monday, December 2.
Temporary traffic control measures will be in effect at both locations. Residents, drivers, and pedestrians are urged to take alternate routes, follow all posted signs, and exercise caution around work zones.

10/23/2024: Work on the East Side Drainage Improvement Project Package 2 continues to advance steadily on Duke Street between Buffalo Speedway and Wakeforest Avenue. The contractor is actively leveling and installing the upsized reinforced concrete pipes (RCP) between Belmont Street and Brompton Road. Simultaneously, paving crews are working directly behind the storm crew to pave the newly installed roadway.
In addition, another crew has begun roadway demolition on the north side of Rice Boulevard between Wakeforest Avenue and Charlotte Street in preparation for the upcoming paving portion. This work will continue as the crew progresses east towards Kirby Drive.

10/1/2024: Starting Wednesday, October 2 at 8 a.m., the contractor will begin transferring the old waterline to the newly installed waterline on Rice Blvd. To complete this process, there will be scheduled water shut-offs lasting approximately 5-6 hours. Water service will be restored by the end of the day. The process will begin at the intersection of Lake St. and Rice Blvd., moving one block at a time every other day, weather permitting.
Tentative Shut-off and Transfer Schedule:
- Wednesday, October 2: 5800-6100 block of Lake St. & 2600 block of Rice Blvd.
- Monday, October 7: 5800-6100 block of Fordham St.
- Wednesday, October 9: 5800-6100 block of Annapolis St.
- Monday, October 14: 5800-6100 block of Charlotte St.

8/27/2024: Starting today, August 27, the intersection of Duke Street and Vanderbilt Street will be closed for a minimum of 3 to 4 weeks to facilitate the construction of the underground storm sewer. We ask that all drivers and pedestrians take alternative routes during this period and strictly adhere to traffic signs following the detour route.
Detour Route: Traffic normally flowing west through Duke Street will be redirected to Belmont Street. From Belmont Street, drivers will be guided to turn onto Pittsburg Street to reach their intended destinations on the other side of the closure. Vanderbilt Street traffic will be diverted onto Pittsburg Street, providing access around the closed intersection. 8/23/2024: The Contractor, TB Construction, is making progress on multiple fronts as part of the ongoing Eastside Paving & Drainage Improvement Project Package 2. Crews are currently installing a new junction concrete box at the intersection of Vanderbilt St. and Duke St. the work is expected to take a minimum of 2-3 weeks to complete.
On Rice Blvd, crews have bored approximately 1,000 linear feet of waterline and are now paving the southside of the 2700 block roadway. This work is crucial for upgrading the area’s infrastructure and is expected to continue over the coming weeks.
During this time, traffic control measures remain in effect. The 2800–3100 blocks of Duke Street are reduced to one westbound lane, with a detour route south on Buffalo Speedway, east on Pittsburg, and north on Wakeforest. And at Rice Blvd. The traffic pattern is reduced to one westbound lane from Kirby Dr. to Wakeforest Ave. Drivers traveling eastbound to Kirby Dr. will detour south down Wakeforest Ave., east on University Blvd., to then continue their route.

7/26/2024:Beginning the week of Monday, July 29, the contractor (TB Concrete Construction) will begin work in the 2900 – 3000 blocks of Duke.
The contractor will begin in this section by removing the pavement in 800 feet sections. Once removed, the existing storm sewer pipe will be replaced with a larger storm sewer pipe. At the end of this process, the roadway will then be repaved.
Driveway Access: During certain periods of construction, driveway access to identified properties within the active work zone will be impacted during the day. Residents will be provided with temporary driveway access at the end of each workday. All identified driveway aprons will be removed and replaced with a light broom finish. No pigment, color, tile, brick, or patterning shall be placed or installed by the City’s contractor. Prior to the removal of driveways, notification will be provided to each affected resident ahead of time, so that cars can be removed from garages and driveways.
Residents should continue to exercise caution around the construction site and abide by all traffic laws. Drivers should plan their travel routes accordingly and expect delays. City staff will continue to work with the contractor to mitigate impacts whenever possible.

5/10/2024: Beginning Monday, May 13, TB Concrete Construction, will mobilize and begin the installation of traffic control and tree protection along the 2800 – 3100 blocks Duke St. for the East Side Paving & Drainage Improvement Project Package Two (2).
Starting on Monday, May 20, TB Concrete Construction will break ground on Section One of the Project and begin removing existing pavement on the south side of Duke St.
Package Two is split into 3 sections.
- Section One: Removal of the pavement and storm sewer pipe upsizing followed by paving the roadway at the 2800 – 3100 blocks of Duke St.
- Section Two: Removal of the pavement, storm sewer pipe upsizing, and installation of new waterline followed by paving the roadway at the 2600 & 2700 blocks of Rice Blvd.
- Section Three: Removal of the pavement and storm sewer pipe upsizing followed by paving the roadway at the 5800 - 6400 blocks of Wakeforest Ave.

4/24/2024: Package One of the East Side Paving & Drainage Improvement Project is nearing completion. A town hall meeting is scheduled as construction for Package Two is anticipated to begin in May 2024. Engineers and city staff will provide a presentation about the project, review exhibits, and answer questions during the town hall meeting.

Package Two will include paving and drainage upgrades along Wakeforest Avenue from Plumb Street to Pemberton Street, Rice from Wakeforest to Kirby Dr., and Duke Street from Buffalo Speedway to Wakeforest.
If you are unable to attend the meeting but would like to provide comments, you may submit your comments via email to eastside@westutx.gov. All comments must be submitted by Tuesday, May 14, 2024. (Please reference Eastside Paving and Drainage Project in the subject line)
Additionally, we would like to gather information from residents with special needs who may be affected throughout the project. We have created an online form for residents to provide information and identify their special needs requests. Special requests must be submitted by Friday, May 10 2024.
