4/12/2024: The City is in the final stages of completing the Eastside Paving and Drainage Improvement Project Package 1. The crews continue to make significant strides in installing the 48-inch storm sewer pipe, the two remaining junction boxes, and repaving the roadway on Wakeforest Ave. and University Blvd. Restoration crews are working on the sod replacement and irrigation repairs. The City is aware of the streetlight outages along University Blvd. and is working with CenterPoint to have this addressed after the project is completed. Package 1 remains on schedule for completion by May.
Package 2 of the East Side Paving and Drainage Improvement Project is anticipated to begin in May. Package 2 includes paving and drainage upgrades along Wakeforest Avenue from Tangley Street to Pemberton Street, Rice from Wakeforest to Kirby Dr., and Duke Street from Buffalo Speedway to Wakeforest Avenue.

2/28/2024: The East Side Paving and Drainage Project Package 1 is progressing as scheduled. From the south side of Annapolis St. to Kirby Dr., paving crews are working on the remaining portion of the roadway, driveway aprons, ramps, and curbs. While on the southside intersection of Wakeforest Ave. and University Blvd., crews are working on the remaining waterline and reinforced concrete pipes. Once this has been completed, the paving crew will finish the south side of Wakeforest Ave, which will take approximately 6 – 8 weeks to complete.
The contractor (Conrad Construction) is working simultaneously on two phases of the project to expedite the work and meet the completion date this spring.

1/12/2024: Starting, Today January 12, the south side intersection of Wakeforest Ave. and University Blvd. will be temporarily closed for approximately 3 – 4 weeks.
On Tuesday, January 16, the Contractor (Conrad Construction) will begin the paving portion on the south side of University Blvd. between Wakeforest Ave. to Kirby Dr. The south side intersection of Wakeforest Ave. and University Blvd. will be temporarily closed for approximately 8 – 9 weeks. During this time work will consist of installing the reinforced concrete pipes, junction boxes, waterline, and paving.
Crews will remove all driveway aprons and they will be replaced with a light broom finish, no pigment, color, tile, brick, or patterning shall be placed or installed. Prior to removal, notification will be provided to move cars out of garages and driveways. The Contractor is working quickly to restore driveway access to all impacted residents.

1/5/2024: Beginning Wednesday, January 10, the Contractor (Conrad Construction) will begin a traffic switch on University Blvd. between Buffalo Speedway and Kirby Dr. Crews will start work at 8 a.m. on Wednesday and are expected to complete the traffic switch within 4 - 5 hours. Once completed, all traffic will flow one way in the westbound lane of University Blvd. The purpose of the switch is to begin the installation of the remaining inlets, roadway, curbs, driveway aprons, and restoration on the south side of University Blvd.
- Traffic - Traffic pattern will be shifted to the north side of the roadway on University Blvd. and will allow only westbound travel.
- Buffalo Speedway Detour – Eastbound traffic on Buffalo Speedway will be detoured north to Rice Blvd. to continue east to Kirby.
- Work Zone – Construction will be isolated to the south side lanes on University Blvd. from Buffalo Speedway to Kirby Dr.

12/12/2023: Beginning tomorrow, December 13, the north side intersection of Annapolis St. and University Blvd. will be closed to allow paving crews to pour new concrete from Wakeforest Ave. to Annapolis St. The intersection is anticipated to reopen on Monday, December 18 by the end of the day.
As the construction on University Blvd. moves forward, the installation of the new 60” storm sewer pipe from Buffalo Speedway to Kirby Dr. on University Blvd. has been completed and installed. The contractor is expected to finish the remaining water portion of the job located between Lake St. and Kirby Dr. on University Blvd. by December 22. The paving crews are actively working on liming, forming, and pouring the remaining roadway, driveways, and curbs from Wakeforest Ave. to Kirby St. on the north side of University Blvd. This project remains on schedule with anticipated completion in Spring 2024.

- The south side of the 2700 - 2900 blocks of University Blvd. work will consist of pavement removal and new pavement installation.
- The south side intersection of Belmont St. will be closed for approximately 4 – 5 weeks. The north side intersection of Belmont St. is anticipated to reopen by the end of the day on November 6.
Driveway Access: Driveway access within the current work zone will be impacted for 6 – 8 weeks at minimum. Crews will remove all driveway aprons and will be replaced with a light broom finish, no pigment, color, tile, brick, or patterning shall be placed or installed. Before removal, notification will be provided ahead of time to move cars out of garages and driveways. The Contractor is working quickly to restore driveway access to all impacted residents.

- 3000 - 3100 Blocks – Completing the forming and pouring the new driveway aprons and curbs to 60’ west of Belmont.
Current Side Street Intersection Closures –
- The north side intersection of Belmont St. and University Blvd. is estimated to reopen by the end of the day on October 27.
On Monday, October 16 at 9:00 a.m. there will be planned water disruption in the 2600 block of University affecting 14 homes. All impacted homes will be notified via door hanger. The outage is expected to last 4-6 hours.
Driveway Access: Driveway access within the current work zone may be impacted for 4 - 6 weeks at minimum. Beginning Wednesday, August 16 the Contractor will begin work in Phase 2 of the project to expedite the progress. This procedure is necessary to safely install the new proposed 8” waterline under the new storm sewer and to avoid the existing sanitary sewer force main, ensuring the health and safety of all residents. We anticipate the completion of this work and the reopening of the intersection by the end of the day on Tuesday, August 15th. During this closure drivers traveling eastbound on University will be diverted to take alternate routes to continue toward Kirby Dr.

7/31/2023: Conrad Construction has restored driveway access for residents living in the 3000 – 3100 blocks of University Blvd. The construction crews are continuing their work installing the remaining 60” storm sewer pipe in the 2800 – 2900 blocks of University Blvd. This work is anticipated to continue through the month of August.
To ensure smooth coordination and minimize disruptions for upcoming residents, City staff is actively collaborating with the contractor to streamline paving work to restore driveway access in a timely manner. Our goal is to mitigate any potential delays in driveway access during this phase of the project.
As per City Standards, it is important to note that the finish on all public driveway approaches and sidewalks will be restored to natural concrete with a light broom finish. No pigment, color, tile, brick, or patterning shall be used or installed during restoration.

4/17/2023: Beginning Monday, April 24 construction will begin on the East Side Paving & Drainage Project Package One.
Package One is broken down into 2 phases.
- Phase One: Removal of the pavement, storm sewer pipe upsizing followed by repaving the roadway.
- Phase Two: Removal & replacement of pavement.
Work Zone: North side of the 3000 & 3100 Blocks of University Blvd. – Residents can expect work to start at Buffalo Speedway on University Blvd and move east toward Belmont St. This will be a rolling work zone that will continue to progress to Kirby Drive.
Within this work zone the contractor will begin by removing the pavement. Once removed the existing storm sewer pipe will be removed and replaced with a larger storm sewer pipe. The roadway will then be repaved.
Driveway Access: Driveway access within the current work zone will be impacted for 4 - 6 weeks at minimum.
