As the construction on University Blvd. continues, the Contractor (Conrad Construction) has deployed multiple crews throughout the project to work on installing the new storm sewer pipe, waterline installation, and paving. 

Work Zones:

North Side of University Blvd –

  • 2600 Block – Installation of a junction box & new storm sewer pipe.
  • 2700 – 2800 Blocks – Forming of the roadway and pouring concrete for the new pavement installation. 
  • 2800 Block – Installation of a junction box & new storm sewer pipe.
  • 2900 Block – Installation of waterline & testing of new waterline. The new water line will not be connected until water quality testing has been completed.

 South Side of University Blvd –

  • 2900 – 3000 Blocks – Forming of the roadway and pouring concrete for the new pavement installation. 

 Current Side Street Intersection Closures:

  • The south side intersection of Vanderbilt St. and University Blvd. reopened yesterday!
  • The north side intersection of Belmont St. and University Blvd. is estimated to reopen by the end of the day on October 13. 

Driveway Access: Driveway access within the current work zone may be impacted for 4 - 6 weeks at minimum. Crews will remove all driveway aprons and will be replaced with a light broom finish, no pigment, color, tile, brick, or patterning shall be placed or installed. Prior to removal, notification will be provided to move cars out of garages and driveways. The Contractor is working quickly to restore driveway access to all impacted residents.

Residents should continue to exercise caution around the construction site and abide by all traffic. Drivers should plan their travel routes accordingly and expect delays. City staff will continue to work with the contractor to mitigate impacts whenever possible.

8/14/2023: The Contractor, Conrad Construction, has initiated work in the 2600 - 2700 blocks of University Blvd. This work will continue from Kirby Drive towards Wakeforest St. 

Beginning Wednesday, August 16 the Contractor will begin work in Phase 2 of the project to expedite the progress. A portion of the traffic flow will be shifted to allow for work on the south side of the roadway. Once all work has been completed on Phase 1 (north side of the roadway) all crews will move to Phase 2 (south side of the roadway) to complete paving.

Traffic Control: The traffic flow will continue to be east bound only, but will shift to the south side of the roadway in the 3000 & 3100 blocks of University Blvd.

Work Zone: The Contractor will be working in multiple work zones concurrently.

  • The north side of the 2600 - 2700 blocks will consist of pavement removal and installation of new storm sewer pipe, and the installation of new pavement. 
  • The south side of the 3000 - 3100 blocks of University Blvd. work will consist of pavement removal and new pavement installation.

8/9/2023: The Contractor (Conrad Construction) will pour concrete tomorrow, August 10 at 6 a.m. between the 2800 - 2900 blocks of University Blvd. Please note, due to the high temperatures we have been experiencing, the concrete pours may be scheduled outside of normal work hours. This is to help reduce cracking and inconsistencies in the concrete. The Contractor will mitigate the use of backup beepers and loud equipment when possible.

Starting Monday, August 14th, an essential road closure will be in effect at the intersection of Belmont and University Blvd. The purpose of this closure is to facilitate an open-cut procedure on the existing roadway. This procedure is necessary to safely install the new proposed 8” waterline under the new storm sewer and to avoid the existing sanitary sewer force main, ensuring the health and safety of all residents. We anticipate the completion of this work and the reopening of the intersection by the end of the day on Tuesday, August 15th. During this closure drivers traveling eastbound on University will be diverted to take alternate routes to continue toward Kirby Dr.  

Drivers should plan their travel routes accordingly and expect delays. We appreciate your patience and apologize for the inconvenience this may have caused. Please note, inclement weather may postpone work activities until the following day.

7/31/2023: Conrad Construction has restored driveway access for residents living in the 3000 – 3100 blocks of University Blvd. The construction crews are continuing their work installing the remaining 60” storm sewer pipe in the 2800 – 2900 blocks of University Blvd. This work is anticipated to continue through the month of August.

To ensure smooth coordination and minimize disruptions for upcoming residents, City staff is actively collaborating with the contractor to streamline paving work to restore driveway access in a timely manner. Our goal is to mitigate any potential delays in driveway access during this phase of the project.

As per City Standards, it is important to note that the finish on all public driveway approaches and sidewalks will be restored to natural concrete with a light broom finish. No pigment, color, tile, brick, or patterning shall be used or installed during restoration.

We kindly request drivers to plan their travel routes accordingly, as temporary delays may occur in the affected areas. We sincerely appreciate your understanding and cooperation during this period and apologize for any inconvenience this may cause.

7/10/2023: As a reminder, the contractor began pouring concrete on University Blvd. this morning at 5 a.m. Residents traveling in the area should expect delays from the 3100 block to the 2600 block of University Blvd. as concrete and delivery trucks work in the area. We encourage taking alternate routes to get to your destination. We appreciate your understanding and patience.

7/5/2023: Due to weather conditions, the concrete pour originally scheduled for Wednesday, July 5 has been rescheduled to Friday, July 7 at 10 a.m. and Monday, July 10 at 5 a.m. When concrete pours are scheduled outside of normal work hours the Contractor will mitigate the use of backup beepers and loud equipment when possible. 6/30/2023: The Contractor (Conrad Construction) has moved east into the intersection of Belmont & University Blvd towards Wakeforest.

The paving portion of the 2800 & 2900 blocks of University Blvd has been scheduled to begin on Wednesday, July 5 at approximately 5 a.m. Please note, due to the high temperatures we have been experiencing, the concrete pours must be scheduled outside of normal work hours. This is to help reduce cracking and inconsistencies in the concrete. The Contractor will mitigate the use of backup beepers and loud equipment when possible. We appreciate your understanding and patience. Please note, inclement weather will postpone work activities to the following day.

Work Zone:

  • North Side of 2800 & 2900 blocks of University Blvd: The Contractor will focus on re-paving the roadway beginning at Buffalo Speedway and working towards Belmont.
  • North Side of 3000 & 3100 blocks of University Blvd: The contractor has begun removing the pavement. Once removed the existing storm sewer pipe will be removed and replaced with a larger storm sewer pipe. The roadway will then be repaved.   

Driveway Access: Driveway access within the current work zone will be impacted for 4 - 6 weeks at minimum. Crews will remove all driveway aprons and will be replaced with a light broom finish, no pigment, color, tile, brick, or patterning shall be placed or installed. Prior to removal, notification will be provided ahead of time to move cars out of garages and driveways. The Contractor is working quickly to restore driveway access to all impacted residents.

Traffic Control: The entire length of University Blvd from Buffalo Speedway to Kirby Drive will continue to be one-way traffic eastbound with the westbound lane closed. Westbound traffic will be detoured via Rice Blvd.

6/5/2023: Great progress has been made on Package 1 of the East Side Paving & Drainage Improvement Project! Conrad Construction has been hard at work, recently completing the removal of 800 linear feet of concrete. They have also made significant headway by installing approximately 350 linear feet of storm sewer pipe. 4/17/2023: Beginning Monday, April 24 construction will begin on the East Side Paving & Drainage Project Package One.  

Package One is broken down into 2 phases. 

  • Phase One: Removal of the pavement, storm sewer pipe upsizing followed by repaving the roadway.  
  • Phase Two: Removal & replacement of pavement. 

Work Zone: North side of the 3000 & 3100 Blocks of University Blvd. – Residents can expect work to start at Buffalo Speedway on University Blvd and move east toward Belmont St.  This will be a rolling work zone that will continue to progress to Kirby Drive. 

Within this work zone the contractor will begin by removing the pavement. Once removed the existing storm sewer pipe will be removed and replaced with a larger storm sewer pipe. The roadway will then be repaved.  

Driveway Access: Driveway access within the current work zone will be impacted for 4 - 6 weeks at minimum. Crews will remove all driveway aprons and will be replaced with a light broom finish, no pigment, color, tile, brick, or patterning shall be placed or installed. Prior to removal, notification will be provided ahead of time to move cars out of garages and driveways. 

Traffic Control: The entire length of University Blvd from Buffalo Speedway to Kirby Drive will be transitioned to one-way traffic eastbound with the westbound lane closed. Westbound traffic will be detoured via Rice Blvd.
