Facilities Master Plan
The City of West U has developed a Facilities Master Plan in order to identify the long-term location and function of City buildings. This is an important step for long-term planning for the future of the City’s public service model. With some City facilities dating back to the 1940s, decisions will need to be made in the near future on repairs and renovations. Factors such as the increasing cost of land in the area, changes in local government and public service practices (such as innovations in technology), and the risk of severe weather underscore the need for a guiding plan for public facilities.
City Council adopted the completion of the Facilities Master Plan as a top policy priority for 2021-2022. In accordance with this, staff began working with the City’s architecture consultant, PGAL, in the autumn of 2021 to develop long-term projections for departmental and personnel needs.

Public Process and Engagement
This process will rely on community input. The City continues to hold public meetings throughout the project to determine the final Master Plan.
December 13, 2021- Council held an initial discussion on the Master Plan during their Regular Council Meeting. Listen to the audio by clicking the play button to the right.
January 31, 2022- Council held a Special Council Meeting focused on different identified concepts to narrow down options for the Master Plan. Listen to the audio by clicking the play button to the right.

April, 2022- City staff, along with PGAL, held two Town Halls to solicit feedback from residents on the following dates:
Tuesday, April 5 from 6:30-8:30 pm at the Community Building

April 25, 2022- Council held a workshop to finalize the locations and planned sequencing of implementation of the Master Plan. Listen to the audio by clicking the play button to the right.
May 9, 2022- City Council approved a contract to design a new Public Works facility, the first step in implementation of the proposed Master Plan. Listen to the audio by clicking the play button to the right.
June 27, 2022- City Council reviewed and accepted the final Facilities Master Plan.
July 11, 2022- City Council held a discussion with the City's architecture consultant on sustainability considerations that could be incorporated into the design of the Public Works Maintenance Facility. Council directed staff and the architect to move forward with energy modeling and preliminary Leadership in Energy and Environmental Design consulting for the facility.
Will the City continue to provide Recreational and Senior programming during the construction and renovation phase of the plan?
Yes, under the proposed sequencing of construction, programming would continue to be provided at the current Community Building/Senior Center location until the Library/Community Building/Senior Center is completed.
Will there be public input on the design of the proposed Library/Community Building/Senior Center?
Yes, the City would solicit public input in Town Halls during the architecture design phase of the facility. The Facilities Master Plan focuses on location and function of facilities, rather than design. Under the proposed ideal schedule for implementation, the design phase would occur in late 2023 or early 2024.
Will there be improvements to the Animal Services building?
Yes, under the proposed plan a new Animal Services facility would be constructed at the Westpark and Dincans location. This facility would include an expanded climate-controlled interior, as well as an exterior dog run.
Will sustainability goals be included in the implementation of the plan?
Any policies and directions from Council regarding sustainability will be followed in the implementation of the plan. In addition, any new facilities will be more energy efficient than existing ones.
Council will be holding a workshop examining sustainability options for the design of the Public Works campus in July 2022.
