Update 11/2/2021: Thursday, November 4 a water shut off is scheduled affecting the 3100 - 3300 blocks of Tangley and Buffalo Speedway to complete a waterline connection.

Residents should anticipate the water being off for approximately 6 hours minimum between 9:00 a.m. – 5:00 p.m. In the event of inclement weather, the water shut off will be postponed to the next following day. Residents may notice a slight water discoloration after the restoration of service, however, this does not affect water quality. While it is unlikely that the water shut off will affect appliances, residents are reminded to check them ahead of time to ensure proper operation.

Update 10/26/21:

Update 3:50 P.M. - The gas line repair along Buffalo Speedway has been completed and the roadway is back open.  

Update 10:00 A.M. - CenterPoint Energy is onsite and has contained the gas leak. The roadway will remain closed until the repair has been complete.

9:00 A.M. - Buffalo Speedway between Rice and Tangley is closed due to a gas leak. Emergency crews are on scene conducting air monitoring to ensure the safety of nearby residents. Please seek alternate routes if travelling in the area.

Stay Connected: The City will communicate emergency information via email and text message alerts, social media, and the website.

Update 10/22/21: Great Progress on Buffalo Speedway: The Contractor (SER Construction) has finished installing storm sewer boxes from Amherst St. to Georgetown St on Phase 4 of the project. Crews are currently paving the road for residents to have access on these blocks. The Contractor has moved forward to the next three blocks from Lafayette St. to Tangley St. to continue installing and leveling the storm sewer boxes followed by the road paving.

Update 10/20/21: Tomorrow, Thursday October 21, crews are scheduled to work on the waterline located at the 3100 - 3300 blocks of Tangley. Residents should anticipate the water being off for approximately 6 hours minimum between 9:00 a.m. – 5:00 p.m. Residents may notice a slight water discoloration after the restoration of service, however, this does not affect water quality. Update 10/11/2021: Due to an unforeseen conflict with private utility lines underground, crews were unable to complete the scheduled work on the waterline located at the 3000 – 31000 blocks of Bissonnet. The water shut-off originally scheduled for today, October 11 has been rescheduled for tomorrow, October, 12. 

Residents should anticipate the water being off for approximately 6 hours minimum between 9:00 a.m. – 5:00 p.m. Residents may notice a slight water discoloration after the restoration of service, however, this does not affect water quality. While it is unlikely that the water shut off will affect appliances, residents are reminded to check them ahead of time to ensure proper operation.

TRAFFIC ALERT 10/6/2021: 

The following traffic control measures will be implemented on Thursday October 7, 2021:

  • Restricted access traveling westbound to Buffalo Speedway from the 3100 blocks of Cason
  • Restricted access traveling eastbound to Buffalo Speedway from the 3200 block of Cason
  • Restricted access traveling southbound to W. Holcombe from the 6700 block of Vanderbilt

Only local thru traffic will be accessible to the 3100 & 3200 blocks of Cason and the 6700 block of Vanderbilt. Residents are urged to plan travel routes to/from their homes accordingly.  

This proposed traffic control plan is anticipated to remain in place for approximately 4-6 weeks at minimum. Project staff will continue to monitor traffic conditions and make adjustments as needed.

Water Shut Off Update 10/5/2021: The water shut off for the 3000 & 3100 Blocks of Wroxton that was originally scheduled for October 5, 2021 has been rescheduled to tomorrow, October 6, 2021. 

The water shut off for the 3000 & 3100 Blocks of Bissonnet that was originally scheduled for Wednesday, October 6, 2021 has been rescheduled to Monday, October 11, 2021.

  • Tuesday October 5, 2021
    • 3000 – 3100 Blocks of Albans
  • Wednesday October 6, 2021
    • 3000 – 3100 Blocks of Wroxton
  • Monday October 11, 2021
    • 3000 – 3100 Bissonnet

Update 9/22/2021: Construction on Phase 4 of the Buffalo Speedway project continues. The work zone for Phase 4 between Amherst St to Wroxton consists removing and replacing the roadway pavement, underground drainage work, and necessary waterline connections. The current traffic control plan continues to allow for one lane of travel in each direction while work is completed on the northbound lanes. Drivers should expect delays during this work. Weather permitting, beginning Thursday, September 30, access to the 3000-3100 block of Rice to and from Buffalo Speedway will be restricted during the day as crews prepare for the installation of storm sewer boxes. The intersection will reopen during the evenings.

Temporary Water Shut Off Information:
In order to complete waterline connections, it will be necessary to shut off the water at various times during the project. Please see the blue box on the map below for the areas that will be impacted. All affected residents will be notified ahead of time prior to the shutoff and should anticipate the water being off for approximately 6 hours minimum between 8:00 a.m. – 5:00 p.m. Residents may notice slight water discoloration after the restoration of service, however, this does not affect water quality. Update 7/26/21: Construction along Buffalo Speedway- Phase 4 in West University Place will begin sooner than anticipated. Phase 4 consists of work starting on Amherst St. progressing north to Wroxton Rd. 

In August the Contractor (SER Construction) will begin setting up traffic control devices to prepare the work area. Work in Phase 4 will consist of installing a new storm sewer line and connections to the existing lines along Buffalo Speedway.  The proposed drainage work is scheduled to be installed block by block in an attempt to prevent multiple side streets from being closed at once. Motorists should plan their travel route accordingly and expect delays. 

Following the storm sewer construction, the Contractor will complete the roadway replacement, curbs, driveways and sidewalks. The paving work will be performed on the northbound lanes first and subsequently on the southbound lanes. To complete Phase 4, the Contractor will then construct all medians along Buffalo Speedway and place final roadway striping and other appurtenances required to complete the roadway. 

There will be times when resident driveway access along Buffalo Speedway will be impacted during construction. City staff will work with the contractor in an attempt to mitigate impacts whenever possible and inform property owners ahead of time.

Phase 4 - Buffalo Map

Update 6/23/21: The contractor (SER Construction) has been working diligently over the last 3 months making great progress on the Buffalo Speedway Project. As of June 18, the contractor has installed approximately 640 Linear Feet of storm water boxes spanning from the outfall at Poor Farm Ditch, behind St Vincent De Paul Church and on Buffalo Speedway. The project remains on schedule with the next milestone of arriving at the intersection of W. Holcombe and Buffalo Speedway within the next two months. The waterline work is substantially complete, however there are still several connections at various intersections left to be completed.  All water lines will be tested prior to being placed in service.

Update 5/12/21: The contractor (SER Construction) has substantially completed the waterline on the east side of Buffalo Speedway from Amherst St. to Bissonnet St. Waterline work will continue beginning at Tangley. The continuing work will include lateral side street connections from the west to the east side of Buffalo Speedway. These connections will tie the new waterline in with the existing line.

The first and second section between Amherst to Rice and Georgetown to Sunset is substantially complete. The current work continues moving north between Albans to Bissonnet. Please note, partial lane closures of the outside northbound travel lane of Buffalo Speedway will continue during all waterline work. The waterline will not be placed in service until the installation is complete and all appropriate testing is complete.

Update 4/15/2021: The contractor (SER Construction) continues working on the waterline on the east side of Buffalo Speedway. The first segment between Amherst to Rice is substantially complete. Current work continues moving north between Rice and Plumb. Note that partial lane closure of the outside northbound travel lane will continue during all waterline work.  The waterline will not be placed in service until the installation is complete and all appropriate testing is complete.

Beginning April 19th, SER will begin breaking ground at the outfall behind St. Vincent’s church. This will initiate work on the installation of the new section of underground drainage pipes for the drainage system. This work is anticipated to take 3 months. Staff and contractor are coordinating efforts with the Church during the construction project.

Update 3/22/2021: The contractor for the Buffalo Speedway project will begin work tomorrow, March 23, 2021 north of Amherst St. to make preparations for improvements to the new water line. The waterline work will be within the City’s Right of Way (ROW) on the east side of Buffalo Speedway.  For the safety of motorist and construction crews, this work will require the partial closure of the outside northbound lane of Buffalo Speedway. The lane closure will be done three (3) blocks at a time and expected to last 4 weeks each time until the work is complete. Inclement weather may delay progress.

Site restoration will be scheduled upon the completion of all waterline work.
